There is a dead short line to line or line to ground. The dead short can be detected with a electric continuity tester connected across the load side of the mains (power shut off) and opening covers and inspecting the wiring.
Hi, you should be able to grasp the plastic cover and squeeze it to remove it from the notches at the rear, if it has no screws holding it in place. It should not be to difficult at all for you to do this. Let me know if you need more help. Sincerely, Shastalaker7
