Does intel pentium 4 supports other rams like dynet or not

The memory support is set by the motherboard you have your processor installed in. Pentium 4 is pretty old, and it's gotten hard to find memory for those.

How to fix 206 memory fail configuration

Turn Off the computer, open the case and re-seat the Ram/s. It's also important to clean the rams' contacts with a pencil eraser. If nothing is helpful, try with a new or working Ram. Let me know the outcome.

Graphics question

yes, it will. all the graphics rendering will be done by the 8400gs and the onboard chip will remain unused. it is recommended to disable the onboard graphics when a graphics card is installed to prevent conflicts. but to your question it will work better. although i would recommend a graphics card more powerful because the price differences at that performance level is very small.
