Ask for and insist on speaking to the President. You will get put in the hands of problem solvers if you are insistent, BUT pleaseant. Be nice, but be persistent and ask for supervisors when you get a no. Then, if need be, call back immediately. You will get another person. Repeat that technique as needed until someone says yes and actually helps you.
