This sounds like a series of LED's are not performing properly and may indicate a faulty set. I would recommend returning for a replacement.

Testimonial: "simple solution just wanted some reassurance. exactly what i though but good to hear from an expert"
SOURCE: i just bought an westinghouse
Sounds to me like you are trying to use a composite hookup or a generic HDMI cable. If you get the official Microsoft HDMI connector it also includes phono audio outputs and an optical audio out for 5.1 surround,

Your set has 2 CCFL tubes, one is potentially failed, which is why it is lit dimly. It is also very possible that the inverter for one section failed as well. A much more likely scenario since electrolytic capacitors are a common point of failure, and most often when they do fail, they will bulge visibly. It is easy to replace them too.
Best approach if you are up to it- take the back of the set (unplugged of course) and see where the power cord comes into set. You may need to remove some metal shields over the supply to see the caps, if any look bulged or appear to have oozed something- they are the first item to address. These use a high ripple current type of capacitor.
Once caps are replaced, power up the set in the manner you are comfortable working with it- back is off, or on, upright fully assembled, or facedown, and see if both CCFL tubes light. if they do- then look at the image quality if the adjustments work again and are legible, youare good to go. if not- then the mainboard may have some issues. It is usually good practice to approach the simple lower cost options when the symptoms suggest it first. Then work up the price chain when a service manual is not available.
