if i don't have the originanal windows program cd's can i get free downloads of them anywhere to reprogram my computer and does it have to be a specific program for my compter?

No,,if you do not have the original windows operating system CD
you cannot just download them, if your Laptop had an origional CD at one time,,and the software (WindowsXP) on the Laptop was registered with Microsoft, then you can contact support at Microsoft and request a replacement CD.
In most cases they will just send you a new copy.
