I received a sony vaio PCG-993L from my father and it is running really slow. i want to erase everything and start fresh how do i go about doing that without ruining the compter? can i do this or is there a better solution without saying heck withit all?

If you have the recovery disc which came with this computer,,then you can use this to re-install Windows. Or failing that,,if you can get a licensed copy of Windows XP you can boot from this and do a complete re-install. You may want to check how much space you have left on the hard drive,,because you may be running out of room. Or your computer could be infected with a virus.
Anyhow,,it doesn't sound like too much of a problem, i guess it depends on whether you want to do a little work or not.

Carla, I hate to over-simplify, but have you checked to see how many programs are running in the background? With time, lots of clutter can build up in this area- unnecessary programs eat up massive amounts of processor speed, and often there are even programs that have been uninstalled or removed that still attempt to load at start up. First step to see what kind of mess you have to clean up, boot the laptop, then go to Start>Run & enter taskmgr - this will show a list of currently loaded programs. Then you can go into msconfig & disable selected programs from loading at start up. If you are not sure which programs can be disabled, post a copy of the results from running taskmgr here, & I or someone else would be glad to help you sort it all out.
It's is probably filled with spy-ware and virus's which slow them down to a crawl. Did it come with the windows disk to restore it to factory again, if so that would be your best bet.....It would be fast as factory again.
PLEASE NOTE BACKUP YOUR DATA, AS THIS OPTION WILL ERASE THE COMPUTER!
Given all the steps you've tried thus far, it may just save you time and frustration to just wipe the machine and start over. Given you can get into safe mode you might be able to copy any of your important files off to a usb thumb drive or usb hard disk before you wipe it.
If the laptop still has problems on a fresh install of windows, then its time to call in warranty repair.

I am presuming that your laptop is OUT of warranty and you have a good idea of what you are doing?
Ensure you have an ESD strap on when touching components.
