The brush motor seems to be jammed with hair, I can't figure out how to clean it out. Can it be disassembled and cleaned?

depends onn make and model of vacuum. Most brushes are belt driven and not linked to a motor. For hair around the brush bristles carefully cut along the length of the brush roller taking care not to cut any of the bristles, then pull them off. Some makes have a releasable base to make this easier, these have several large plastic screws that turn with a coin. Hope this helps

When do you replace the brush on a vacuum cleaner

Replace when the bristles are worn or frayed or if they are not stiff. To check the length of the bristles, make sure your vacuum is unplugged, lay it upside down and lay a card or straight edge across the bottom plate to see how much bristle sticks out. If it's even the the bottom plate it's time to replace it.

The bristles will not turn when vacume is on and I try to vacume

Alot of those vaccums have a little drive belt on them. You might look for that. Also some string might be caught on the side of the brushes.

There's a possibility the bristles on the brush are worn down so much they no longer make good contact with the carpet, hence they don't brush certain types of debris into the airflow of the powerhead.
You can check the brushes by gently stroking the palm of your hand along the brush area to see if the bristles make good contact. A visual check can also be made by looking at one side of the powerhead, line it up so you can see the other side. If the bristles can't be seen, the brush needs replaced.

The bristles will not spin.

See if the belt (that drives the bristles) if is loose or need replacement. The belts are located either on the left or right side of the bristle brush(you can locate it by putting the vacuum upright and see under the brushes). If it is loose or broken replace it(walmart has replacements for it or any hardware store)just bring the belt for the replacement number written on the belt,or know the brand and model number.

What is the secret of installing the belt? When I start in the off position & turn it to the belt on position, the belt is not picked up. It appears that the hook is backwards.

Kirby has produced a good video that shows you step by step how to change your belt. They show the Sentria model but this procedure is the same for every Kirby model. You will notice in the video that they mention the numbers on the side of the brush roll. These numbers correspond to the length of bristle that sticks out past the brush roll. You would have number one showing on new brush rolls. About every year, as the bristles wear, you would turn the brush so that the next higher number is facing you until you get to number 3.

Worn Dyson beater bar bristles

Worn bristles are a fact of life for all vacuums with a brush roll. Where I work, we're changing them all the time! I don't think anyone has yet invented perpetual bristles. Sorry, but you'll have to fit a new one.
