I have to agree with the previous commenters who called the support line- I was off the phone in less than 5 minutes with a new battery shipped free of charge. 1-800-435-7732
Congrats casio- I'm buying my next one from you too.

Simple solution ! just wire a 9V battery postive to positive and negative to negative ( be careful not to interchange them ). hold it together for 30 seconds ! done !
All this does is give the battery diode inside, a boost ! so that its connectors are activated and Voila ! it works camera's now charging !

SOURCE: Cannot charge battery
i had exactly the same problem!!!. I bought my exilim Z77 camera in america almost 8 months ago and on my 5 month i charged the battery and it seemed never to charge completelly. The red light of the charger was blinking all the time. I called customer service and they replaced the batery. This is totally free if u are on the year warantee. So yeah ... the problem is the batery not the charger
hope this can help

I found this while trying to solve my exact same problem.. It worked for me after about 7 times. Some other people on the site said it worked for them after 20 times. Good luck!
My NP 20 gave me the flashing red light of death and I got Casio to replace it. Then I had the same problem with my second NP 20 so I dug around for a way to fix it and I found the following advice on a site called FixYa. It worked instantly and I didn't risk ruining my battery.
I had the same problem as this.
what i did was...
i kept putting the battery on the charger then took it off as soon as the red light came on.
i did this about 6 times.
doing this puts a bit of charge in the battery each time before the charger starts to flash.
after the battery as got enough charge in it it can start to charge.
hope this helps.
