No, it will not usually need to be removed. But a special tool is required for removing and replacing the inner tie rods. You can buy this special tool, or have a shop do it.

First, you do NOT have to remove the rack to replace the inner tie rod ends. Second, If you want a .pdf regarding the procedure, I'll be glad to send it to you. But, the tie rods just screw off. Whatyou WILL need to do is get a good front-end alignement after you replace the inner tie rod. If not, you will destroy your tires. Alignment is critical to minimize tire wear on Celicas.

You will need sockets of the proper size, side cutter pliers, 16 oz or bigger ball peen hammer and a pickle fork (thing to remove the ball joint) probably regular pliers and a screw driver. You will possibly need new cotter pins and a grease gun. Other tools may be required but I would not lay down on the mechanic crawler until I had at least these items.
How do you intend to realign the front end? If you are going to do this, you will need a $25,000 wheel alignment machine. I recommend you get the alignment done at a shop equipped for this service.
