This sounds like either the transformer is not working or you have a bad circuit board.
First thing to do is check the voltage coming out of the transformer.

No power, great lakes hot tub hear click like breaker tripping, down below in hot tub could it have bad internal fuses?

Charles, sorry I just re-read your question. The click you hear is likely a contactor if its an older model, and if it clicks its probably not the problem, just means its getting voltage. I would start by looking at the high limit switch. Look for a little reset button. A high limit switch trips when it senses high temperature, often from heater trying to run with Inadequate water flow.

I have this model water heater. The past few days i haven't had any warm water and ive been hearing my water heater make strange sounds. I look on the little box and there's a light blinking 3...

Yes.
Copy following link for service manual by type of gas control valve:
http://waterheatertimer.org/How-to-troubleshoot-gas-water-heater.html#intellivent

Plug blower in separately and see if blower motor functions. This will eliminate blower as suspect.
Have plumber check wiring, test and replace blower temperature switch, test and replace pressure switch, and conduct routine maintenance

Tried several times to turn on heater..turned the switch in back of heater in the direction it should be..then hit on switch..no sounds coming from heater..water temp & set point..just blank..nothing...

Thank you for posting your question here on Fixya.com.

Is it an electronic with a digital readout and the readout is blank? If so, double check the toggle switch on the outside of the chassis on the right, looking at the front of the heater, is on. If it is and it is still dead confirm you have power up to the switch and then to the transformer inside the heater on the upper right sidewall. If you have power to the transformer then replace it; your problem would be the transformer secondary is dead therefore the heater is to. If you do not have power to the transformer but do to the switch replace the switch.

If you do not have a digital display please post a comment to that effect and include your unit's model number for further assistance.

Heater dose not heat you cant hear the oil heting up anymore what is wrong

Heaters have several safety devices--
Perhaps one of them has opened:

If the heater is not heating (as evidenced by not hearing the sound any more..)
Can you look deeper into those devices-- such as:

1.) A tilt control (If the unit tips over-- it opens the circuit..)

2.) Overheating temperature limit (Sometimes a little fuse-looking device, that is also a temperature limit-- Can you remove it, and check it for continuity?)

3.) Some devices have a temperature reset button-- does this one?

4.) Can you hear the thermostat slick-- going up past room temperature, and click again, when you go down below room temperature?

When you look deeper, let us ow what clues you are finding, and maybe we can help further.

I have a Dream Maker Eclipse spa. We just had the pump replaced, but the tub is getting TOO hot that we cannot even get in it. We opened the housing and see 2 metal heat sensors but they are not attached...

The readout may be getting it's temperature from one of those sensors that are hanging in mid-air, not surprisingly low. Both sensors have to be somewhere that they can read some water temp. One of them probably goes into the piping before the heater so it can tell actual water temperature. The other MAY go in piping after the heater in the event of high water temp, it will shut the heater off. Look for a schematic in and around the spa.
