I'm trying to connect to WiFi on belkin.Ofe.guests and it goes to a page that says belkin access password. I dont have a router. Is there anyway I can get a password?

You are attempting to connect to a PROTECTED WIFI network. You must know (or be given) the password for that network in order to be granted access. If you do not know the password (or who to get it from), chances are you don't have any business connecting to that particular network.

Someone with the ITP of 192.168.1.254 trys to get onto my computer is there a way to find out who it is?

A 192.168.1.X address is a local address to your network. If this is a WiFi address and you do not know who this is you should immediately disable WiFi to protect your computer. From there I would pick a new Wireless password, or make one if you haven't already, something complicated like @ABC783434$, and be sure to use WPA2 encryption if available.
You did not specify what kind of router you have so more specific directions are possible at this time. Your router IP address is likely 192.168.1.1 so you can access the configuration page from your internet browser by going to http://192.168.1.1. Hopefully you have password protected the router here too. If not, then assign a new password because everyone knows the default passwords these days.

Although my Ipad connects to my wifi network at home I cannot get it to connect to the wifi at work. We have sveral wifi networks but nothing connects

Perhaps your network at home is open (doesn't need a network key) and the one at work has to have a network key (password) and you are not able to supply. Networks are normally protected from outside connections by the administrator that locks it up with a network key. Check with whomever set up your work network. If your home network is open, you may want to discuss with that person how to protect your home network.

How TO unloack wlan

Hi,

In order to unlock the WLAN and make your WiFi connection freely accessible, you will need to log in to the router and go to the Wireless Settings page.

Once you are on that page, please clear out the currently selected password for WiFi and set it to none.

Save the settings and reboot once.

Now, your WiFi will be unlocked.

You must note that once you remove the password protection any wireless device in the WiFi network range will be able to connect to your wireless network and use the same.
