I remember you could lock the arm with a plastic piece that would go over it, and there is another lever that needs to be pushed to allow the arm to drop, if this helps at all. Otherwise, it will be a mechanical gear that could be jammed inside the mech, or maybe broken, but you'll have to carefully inspect the mech while it operates, which isn't easy but I remember I used to do it.
You can also run it into a TV repair shop, and they should be able to help you assess what's going on.
