Flooding is caused by a plugged air cleaner, or lack of control by the diaphragm in the lower chamber of the carburetor. Usually, the diaphragm becomes hard or cracks and is unable to regulate the fuel volume in the lower chamber. There is also a needle valve in the lower chamber which the diaphragm controls that can become defective.
