It sounds like the glass had some kind of coating to help slide your finger over it, and that coating has been removed by the alcohol. I don't think there is anything You can do about that, other than to replace the Touchpad. If you can live with the looks, you could try to put one of those "Screen protectors" for Smartphones which is a clear sticky-plastic sheet, that cut to size and applied could help you out if you don't want to shell out the $ for a New touchpad.

You should have a little icon in the right corner of your taskbar, right click on the touchpad icon and click enable.
If that does not work, right click on my computer icon,properties, hardwrae tab, device manager, look down list for mice and pointing devices, click on the + sign, select synaptics(if that's the make) and select uninstal.
Restart laptop and the drivers will automatically re install and should work as normal

this is due to the driver missing or uninstalation of the touchpad you must try to reinstall the driver again.
for any harware problem you can check the status in
DEVICE MANAGER present in CONTROL PANNEL(WINDOWS VISTA)
WINDOWS XP you can search this application in windows search.

The first step that you should try is to reinstall the touchpad drivers.
Still no good reinstall the OS,
Still no good replace the touchpad.

if you installed an external mouse, it would over-ride the touchpad.
try removing the external mouse, and tap the touchpad twice as if you were double clicking it.
also you could try re-installing the touchpad device driver, usually synoptics or similar.
