Power off the device completely. Hold down both volumes and power at the same time. You should get an android on its back opened up or something. Press both volumes at same time to open up a small blue text menu. Then use Vol - and Vol + to navigate the Recovery mode. Select "Factory Data Reset", press power, choose "yes" from the menu then press power again.

SOURCE: change language settings
Usually when you change the language, there are 3 options at the bottom of the window
Click on Apply first and then wait to let the system take effect of the operation and then click on OK and restart the computer

Which Operation System are you running?
If it's Windows 7 or 8 you can simply go to the Windows Updates and select under "unimportant" Updates your desired Language. It should then download and install the selected language.
