Is the clock set? The display must show the correct time and must not be set to automatic cooking.
If the light comes on and the fan is working then the clock is set. If there is no heat then the element behind the cover and surrounding the fan is probably open circuit. This can be accessed without needing to remove the oven from the carcass.

If the fan is working o/k, then you need replace the oven element.
To access this, remove inner rear cover of oven, there you will see the circular element.
Unscrew the screws securing it ,and remove element.
Detach wires and transfer to new element, be careful not to lose the wires behind the oven rear, refit element and rear cover.

SOURCE: AEG Competence Oven not working
If you are certain that the element is o/k, and it is not heating, then thwere are 2 possibilitues.
1- the oven thermostat could be faulty, whereby it is giving a feed to the element.
2-some ovens have a fan only setting, as well as heat and fan, make sure that it is not on a fan only setting.
Hope this helps.
