Leaking water from top of motor

Tale the truck to a shop and have the cooling system pressurized to see where the coolant is coming from is my advice. They do leak at the heater hose above the passenger side rear most cylinder, remember water is clear and coolant is green or yellow or reddish colored and feels slimy to the touch, water is of course clear..

What causes bubbles to come to the top of the radiator

You weren't very specific as if there were any other problems that made you notice this condition however a few things that may cause it would be a leaking head gasket or cracked head.
As the antifreeze leaks into your motor air would be sucked into your cooling systems and end up showing up at your radiator cap as bubbles. A few tale-tale signs of a leaking head gasket or cracked head will be water/antifreeze in your oil, white smoke or condensation (coolant) coming out of your exhaust pipe and your car overheating.

15 hp outboard 2 stroke running with water muffs on,there is no water coming out of the **** tube? Check the impeller? where is it? Just bought the the motor.

Impeller is at the bottom in the housing. it may take a few mins for the water to come out of the tell tale hole. Ensure that your muffs are on properly and wait for a bit. Also insure that the hole is not plugged.
