No you will need to reinstall windows 7 there are different entities
Windows 8 is much better than windows 7 it just takes a little getting used to it.
It starts up much faster.
Accessing its programs takes just a few clicks.

ronronjr79, the Gateway Essential 400C?
Processor: Intel Celeron 400. (400MHz), or Intel Pentium II at 400MHz
Ram Memory: SDR Sdram at 133MHz, (PC133)
Sold with 32MB's. Upgradable to 128MB (?)
Graphics Chip: ATI Rage 128 with 8MB's of graphics ram memory.
(MB stands for MegaByte)
With all due respect, it would be pointless to try to upgrade this computer.
You would need;
1) New motherboard.
(A motherboard/mainboard is the 'Building Block' of a computer)
Needs to be able to handle at least, a 2.4GHz Intel Pentium 4 processor.
2) New Processor. (The 'Brain' of a computer)
3) New more advanced Ram Memory
(DDR Sdram, at least at 400MHz, (PC3200), and at least 1GB of it.
4) A decent graphics card, or decent Integrated Graphics on the motherboard.
5) A better Power Supply to handle the above hardware components. (The 'Heart' of a computer.
6) Cooling fans to cool the above hardware components.
Essentially a new computer.
Not being a smart aleck, nor wishing to incur your wrath.
Just stating facts.
You may be able to pick up a decent older computer, with a Pentium 4 processor, for around $100 to $150 USD.

This may not be your problem, but I have a client who has a webcam attached to his PC in New York, and when he inadvertently accepted the Microsoft Silverlight download as a part of Microsoft Windows Updates, his camera no longer worked and his computer froze-up. Removing Silverlight solved the problem, so there was some sort of driver conflict with the webcam. Never found a solution thru either Microsoft or the camera manufacturer's website.
