A little more useful information would be helpful......
Does it have mains power, is the battery dead, have you dropped it?
Does it attempt to start then stop? Do any lights come on at all?
Did you just forget your password!
Could be absolutely anything.......

Dell-n5050 laptop; windows failed to start; code-0xc000000e; boot failed because required device is inaccessible. I have Dell OS media stick. and is there a free fix for this problem?

That code is a Windows boot error. I'm not sure what you can do with the Dell OS media stick but the traditional solution with a regular hard disk is to take a Windows 7 OS disk, boot with it, and run startup repair. Here's a link to Startup Repair: Startup Repair Microsoft Windows

Could be the operating system failing, Hard drive corruption, memory not seated correctly or failing.. You can run a memory diagnostic, or run a chkdsk to see if its yours hard drive.

DELL INSPIRON 5040 RESTARTS OVER AND OVER AFTER A BLUEE SCREEN FLASHESQUICKLY

Unplug the laptop , remove battery, hold down the on/off button for 10 seconds, leave battery out for now, plug in, try to start normally. If that fails, reboot and start repeatedly tapping the Ctrl+F11 key TOGETHER. Try to get to the system restore/recovery. If that fails you may need a windows repair disk or a windows installation disk. Respond to this post if you need further assistance.

After i push the start button. the dell screen comes up, nothing after that happen.. sop i pushed fn-power.. and it started to run a diagnostic test =-everythng passes except the "start DST short test" it...

When the DST short test fails it means you hard drive has failed. You need to get in contact with Dell and see if you can get the it repaired or replaced. You will have to pay for the repair if your computer is not under warranty or does not have the extended service plan on it.

In order to check if your warranty is still valid you can go to support.dell.com and look under Warranty Information - > Warranty Status or you can call dell technical support.
