Yes, the only other thing I would do and you may have done this is to put the hose directly over in the washer tub and turn the water on to check the flow. If that's good then replace the water valve.

This sounds more like the inlet valve is being supplied with constant power when its not supposed to be.This is normally due to the old valve spikeing the PCB & now you are getting constant power supply to the new valve.I think PCB needs to be changed as well.OE error was an after effect of the machine over filling.

The websites for most of the major appliance manufacturers have parts diagrams for their products in the support section. Once you get the part number from the diagram for your model, you can do a web search for it. I usually end up checking five or six dealers before I find a reasonable price, and there is sometimes as much as 40% difference between dealer prices on some parts.
