Most likely a broken spring. Since it goes one way and not the other. Could be a small arm in it That the spring clicks over to retract it. If it is a high dollar reel, you can probably find the part. BTW, this is a car forum. I just happen to fix reels also.
It's probably the small spring which makes electrical contact between the watch aluminum back and the outer housing, presumably to provide an electrical ground connection to the outside triple sensor. I've attached a photo with the location indicated by the yellow circle and arrow. It goes in the little hole and will fall out if you're not careful.

The long spring (only one in the reel) goes under the bail arm plate. To get it back in, remove the plastic cover plate on the side that pickes up the line (has a line roller on that side). The spring will fit over a small metal or plastic post and rest in a cavity at the bottom. Screw the cover back on and you're good to go! Best of luck Mike
Tried searching for a diagram but didn't find one. Usually the spring goes to the plastic door protecting the tape. If the door isn't retacting, you should remove the door altogether and the tape should work as long as it is moving properly when you turn the take up roller on the tape by hand.
