Four solutions -
1) Take apart PC. Clean keyboard top to bottom and ensure ribbon reconnected properly. (some key bashin may be needed !!)
2) Take apart PC. Buy and install new keyboard
3) For Windows 7: Press Start, all Programs, Accessories, Ease of Access, On Screen Keyboard - and use the keyboard that appears
4) Google and download SharpKeys (changes one key to act as another). Example change # (seldom used) to wot ever. And then even lift off the keys and swop to match your choice.

Need instruction manul for a HP Lap-top, a compaq nx 7010, can you help??

Try the manufacturer's website.

Get online and got to www.google.com In the google search box type: "HP Support" (without the quotes and put your manufacturer name before Support). Look for downloads and drivers. Enter your model number and operating system when requested. Look for manuals throughout the site.

Maybe you don't have your wireless turned on. Look on both sides and in front for the Wireless Switch and turn it on.

Also once the wireless switch is turned on there are keystrokes that can toggle the wireless on or off. Normally you would Press and Hold the FN function key located at the lower left of the keyboard, then hit the correct F1 thru F12 key that toggles the wireless. The correct F1 thru F12 key to hit will have the wireless signal icon )))) on it. Or it might have the icon of a tower with the wireless signal icon )))). Normally the screen will display Wireless On or Wireless Off when you toggle the wireless.

There may be something lodged underneath your keyboard. Try reading an online manual for your specific keyboard to see how you can take it apart. Remove the offending key, and try to find evidence of any obstruction. If you have compressed air, try blowing some air under the key.

Problem with keyboard setting: quotation marks don't show when I press the key, only after I press a second key. Also sometimes not then -- eg single quote followed by c gives me c-cedilla! How to change?...

This "input-method" is a feature that is used in some non-English languages, to easily generate characters like 'C-cedilla'.

Click Start
Click Control Panel
Click Regional Settings
Set your Input Language to "English-US", to make the keyboard work "one-graphic-for-one-key-press".

Keyboard

Unless you have the patience and know-how to tear it apart and clean it all up I would say you would save a lot of money on aspirin by getting a new one. Almost every one I've seen taken apart for something like this ends up with loose keycovers which sometimes jam against each other and do not allow the key to actually strike the sensor so spell-checker is a constant companion with them.
