It seems to me that it doesn't access hard drive, and it doesn't boot from cd. It is trying but all time it is going off and on while I unplug cable to stop that process

Have a Operating System disk ready to insert to DVD or CD device. Go to boot menu or boot first menu making sure that your booting from the DVD or CD device as the first boot. Generally this is the Default setting in most machines. Go to BIOS if you cannot access the boot order menu at start up. Tick on boot and select that option second device will be the HD or whatever is noted for your hard drive. Place the disk into the drive boot and follow the onscreen instructions. John
Sounds like your hard drive is going bad. Best thing to do is to take it to a shop and ask them to check your hard drive. Or, if at all possible plug it into another PC externally with a external HDD kit and check it with programs such as crystal disk info.
you should run the chkdsk utility sit back and watch it recover the lost files it might take some time click start run type cmd then type chkdsk/r/f which will scan for and attempt to repair any bad sectors and automatically fix any corrupt files on your hard drive or click start control panel administrive tools,computer management ,disk management right click on your drive select properties click tools you should see click check now click start two boxes automatically fix files and scan for and attempt recovery of bad sectors place then a tick in both boxes then select check now,start should schedule this task when restart do not do anything while the chkdsk utility is in progress any input may damage your computer then defragment your hard drive hope this helps
Try to acces HD with paragon hard disk manager resque disk (you must boot from this cd). You have an option there to copy files. Backup all your files if you see them and format hard drive then copy all your data back. It works several times for me.

Do you have a windows CD?
If you do, put it in. Reboot
While rebooting F12 or F10 or F2 to get in the bios
Once in the bios, goto boot sequence.. Make CD #1
Make harddrive Last
Reboot.
Windows cd should boot up and load files, then it will show you where you want to load the windows.
If you see your C: drive, hit enter, and the computer will say operating system already exist,do you want overwite,format,or save.
Do a format, You will lose all on your HD
format.
It may ask quick format, Thorough Format, Take the Thorough
Depending on you size this will take15-20 min. Keep your eye on the system.. if windows finds faulty hd it will tell you..
Relace hd and start at the begining of this note
With a new hd. windows will book up in about 45-60 mins
If you have access to a computer, ask google about step by step window installation, print it and do it
The CMOS needs to be set to first read the CD or DVD drive before it reads the Hard drive. Once your XP disk is in the drive it will boot from the CD drive and setup the computer, The CMOS is acessed by turning on the computer and immediatly pressing either the deleat key or the F! or F2 key try each one till you get to CMOS then look for boot section. Set CD drive to first your HD drive to second.
IDE and SATA do not mix unless setup properly. I would use the SATA one as main hard drive and set the other up as an external one on USB Try resetting the BIOS to boot from CD on ter lower part of boot screen will tel you the key to press to access the BIOS setup Usually one of these keys F2 CTRL+ESC or DEL when in BIOS check and set to boot from CD
