Question about Garden
If your battery is old or low then it may not have the power to run the PTO. It also depend on the size of the object that you are trying to operate off of the PTO shaft and if your engine can take it. Only the rear PTO is live or uses generated electricity. The front one is independent so it probably runs off the battery.

Reading on line, I see your tractor has a PTO clutch. It must be slipping. It either needs adjusted or replaced. A slipping clutch disc will make a bad smell.

The most likely problem is the pto solenoid valve on the rear of the tractor.It could be the speed sensor but you won't know until you get the codes read by the dealer.I have had to replace the b.c.u. for this problem but it is not common.

I used a neighbors 420 while mowing and there were times that I tried to restart the blades after turning them off for a bit. I found, I think, that you had to have the brake depressed to make them turn back on.

SOURCE: the battery is not charging.
Under dash on left side you will see the regulator tucked behind frame. Once located unplug white connector and check the Brown wire for any damage in or around connector. These will tend to melt or turn the area around the Brown wire black do to poor connection. If everything looks good there then replace regulator.
