You have bad capacitors near the vertical IC. And you might have some one change the two horizontal caps as well. One is 250volts 2.2MF and the other is a 25volt 47MF. The caps near the vertical would include a 35 volt 100MF, two 50 volts 100MF, 50 volt .1MF, 16 volt 100MF and a 50 volt 10MF. If the fuse in your TV is good...you will not have to change any semi conductors [ICs].
