I answer questions for free here at fixya.
I know timers and electrical devices.
If the following information does not help, add a comment and I will work on the problem further.
You posted under the Intermatic ST01C timer.
I assume this is not a new installation, so we know the wiring is correct, and your programming worked correctly in the past.
You have the timer set up for dusk to dawn.
The manual has troubleshoot section.
I have read the manual and tested&wired the timer and programmed the timer.
A low battery can cause this kind of problem, even if BATT is not flashing on screen.
The manual also says when encountering a problem, you can reset and then reprogram the timer.
The manuals says to check for loose wires, and defective bulb.
The timer does not work on circuits longer than 100'
The timer does not work if there are underground wires.
The symptoms you describe sound like loose wires or a light bulb.
I would check the wire nuts at the timer and at the outdoor fixture.
Change the outdoor bulbs.
As last resort, reprogram the timer.
These electronic devices go bad, and the ST01C has a 1 year warranty >>> combine the short warranty with the long troubleshooting section, I believe the product fails frequently.

Lumark makes a 70 watt HPS sold at Lowes
If this is your product:
Add a comment and tell me what color wires are on the back of the HPS, and what color wires you have, and what type of fixture you are replacing.
I will probably be able to help.

If this is not your timer, add a comment.
A number of folks are writing in about dusk-dawn-timers flashing.
The manufacturer suggests turning photo-eye away from all lighting when installing timer.
Always aim photoeye toward dark region of yard.
I would unplug the timer and let it reset.
Try timer again, turned away from lights so there is no feedback.
Put black tape over photeye and see what happens.
If timer still doesn't work, then timer is defective.
Maybe photoeye circuit was overwhelmed by intense light converted to electrical input.
I test timers, and 4-6% arrive defective, and most last just a season or two, and then you buy another, but the price is affordable.
Local Home Depot sells the GE 15107 outdoor yard stake or wall mount.
I bought one tonight for testing.
It has no photo eye
It has a dial timer where you set exact on-off times by moving plastic segments on dial perimeter.
For example set timer for ON at 5:30 and OFF at 6:00 am depending on your latitude north or south.

Testimonial: "Thank you so much for your feedback to my question. I will try your suggestions. If they fail, I will buy the type of timer you recommend! :)"
ST01C instructions are confusing, and are longer than space allowed for free answer.
Open following link for re-written instructions that might be clearer, with illustrations how the display should look.
To clear the timer, hold down on-off button and press reset button.
Release reset button and keep holding down on-off until INIT displays.
If you go through re-written instructions and get confused, add a comment with exact step where it is confusing and I'll pull out the ST01C I use for testing and maybe I can find what is causing the problem.
Add a comment with your experience so others with same-similar problem can benefit.
Also take advantage of fixya expert assistance live.
For a price, expert works with you while you work on timer or any do-it-yourself project.
Fixya is always less expensive than a service call.
