Hi, that unit looks to be a mobile scanner and if I'm seeing right then you would need a Base power supply that could supply 12volt to it. Course you could also use a computer power supply and find the 12 volt line out on it. Here is the link to some spec's for it. Looks also to be crystal controlled so it cannot be reprogrammed. The Pro54 is a Radio Shack VHF/UHF crystal scanner. There is no "programming" done to this radio as it is crystal controlled.

Crystals are user changeable and are relatively inexpensive at about $8 each. Availability is declining. You can find suppliers on the internet - one such is scannercrystal.com. You'll need to know the frequency of the service you wish to monitor, make sure it is in either the VHF or UHF band supported by the scanner and finally obtain & install the crystals for those frequencies into the scanner.

The down side is if you move, most if not all the crystals installed will not be in use in the new area - making them worthless to you. You would have to find an interested buyer (probably in your old own) for those specific frequencies to recover some of your original investment.
