Hello i think you need the usb driver from here:

If any other drivers missing install them.
Look in the device manager for drivers problems.

You maybe need some software for the drive:

Enter the model or serial number to find any software.

Maxtor One Touch II - installation Software

Maxtor is now owned by Seagate, and yes, you can go to http://www.seagate.com/www/en-us/support/installation_assistance/installation_instructions/external_drives_&_personal_servers/ot2
Hope that helps, i am trying to get my Maxtor External II working now too, I think it's a power supply, cause it wants to keep installing the driver, but the driver is already there. Hmmm anybody?

Maxtor One Touch III mini ext HD 120 GB

I am not sure what model you have but the Maxtor hard drive downloads site has many system drivers, original software and Vista driver updates. The site is located at:

http://www.seagate.com/www/en-us/support/installation_assistance/installation_instructions/external_drives_&_personal_servers/ot3

If that does not work contact Seagate (they own Maxtor) at 1.800.SEAGATE (1.800.732.4283).

Old Maxtor/New Maxtor

If files you are trying to restore are encrypted you will have to use same software to retrieve them.. If not, any file in the external hard drive should be viewable with your windows explorer.

And U do not need drivers for external hard drives. They just plug into your usb port and work with modern OS after the unit is recognized.

Windows repeats 'new hardware found' when I attch my maxstor One touch II

The reason is simple, your Maxtor drive "does not" support Windows-ME. Since Windows-ME is not supported by your Maxtor drive the drivers dont get resolved and will never get installed. FYI - Windows-ME is almost 10 years old. What makes you think Maxtor will support Windows-ME?
