It is a brand new machine first time plumbed in but will not fill with water although washing machine next to it works fine
Depending on the make and model of dishwasher the solution can vary. A good guess (assuming the inlet hose is connected and tap is turned on), is the water pressure setting may not be matching with your normal mains pressure. Check installation instructions for setting mains water pressure. Also some dishwashers like Bosch have special inlet hoses which detect water leakage and shut of the water inlet valve. Need to check if your dishwasher has got this feature and need to confirm the hose is correctly fitted.
More importantly check when you turn wash cycle on if you hear click of the inlet valve or not.

If I'm not mistaken, these dishwashers are built by Asko for Viking. If thats the case then you probably have a bad circulation pump. Under Asko's warranty (not sure if Viking is the same) these pumps are covered parts and labor for 3 years from installation date, and 5 years for the part only. The pump is accesed from the back of the machine,so you have to pull out the dishwasher. Then you remove the lower plate in the rear and the motor at the very back center is the pump. You remove it by turning it about a 1/4 turn either clockwise or counter clockwise, depending on the style, then place the new one in and turn it to lock it in place, being careful that the sealing oring stays in place or youll get a leak. The part will probably cost you around $150 unless viking marks theirs up more than Asko. Good Luck!

It is possible that the motor pump seal is locked and needs to be freed up. Remove the filter and sump screen and place an 8mm nut driver or socket into the circulation pump opening ont eh right hand side. The nut driver will engage a nut on the center of the circulation pump impeller rotate it 2 revolutions clockwise to free it up. If it does not turn at all then the motor needs to be replaced. Remove the nut driver replace the screens and check for operation.

the hum is probably the main pump powered up but not turning. the pump is an induction motor and a usual fault is the motor capacitor. try to access it, find the value of the capacitor and replace. it is a cheap part

most bosch have the inlet valve at the end of the fill pipe and it has an anti-flood device.
try turning off the water, take off the fill pipe then reconnect it and see if this works.
taking off the fill pipe resets the anti-flood device
