Do I need to replace top heating element? Whirlpool was talking about a cleaner for corrosion. Do I need to replace the top heater element plus add the cleaner? Or will just the cleaner work?

It is not unusual for an element to fail when turned on after non-use.
Turn off the power, and check the electrical resistance of each element. If either is infinite, then it needs to be replaced. Also, if only one is bad, then it can cause the whole unit to malfunction and not heat the water.

Look inside the dishwasher to see where the heating element terminals are. If they are in front you might be able to change it but if the element is in back, you will need to have the dishwasher pulled out to install the element.
