Status LED doesn't even glow nor blink

reset your router again and run the wizard for the configuration.

You don't need a router. You should buy an Access Point to work with wireless broadband. Ask me question if you need more clarity on this....thanks

led 2 to 9, gee it has 8 LED status lamps and not told you which one flashes nor what all do. sure #2 is on power sure.
the SBV is not a router at all so forgot to tell router
or is just 1 PC plugged into ethernet ports> yes/no? we can not see what you have or connected.

well kinks led is data up or down. any data moving up or down blicks this light so that is good blinking never bad.

LED #5 ONLINE is what matters here first.
LED #5 must glow or call the IPS to get that working
if LED #5 does glow. use ethernet wired to SB
Led 7 and 8 is telephone VOIP so not important now.

Are you trying to set up the router.
You can do it manually without the CD.
Make sure that your computer is able to go online through the modem.
If your computer is not able to go online through the modem then you will need to call ISP first.
If your computer is able to go online through the modem
then you need to connect the computer to the router and the modem to the router.
open the set up page of the router and change the settings of the router according to the ISP.

This usually happens when the router has timed out trying to grab an IP address from your modem.

I suggest unplugging your router and modem, waiting 1 minute, plugging in your modem, wait 1 minute, plug in your router, wait 1 minute, then try to connect again.

just off the firewall or proxy server or anti virus for configuration time and just connect the cable to the LAN port of the router and other end to the PC then try to open the configuration page of the router go to the explorer or Mozilla there you have to type default ip in the addresss bar 192.168.1.1 or 192.168.2.1 try both which is the open then go it after that in cd user manual is there just go through it.

You should not need to enter any of that information.

The router will find the internet on it's own, once the ethernet cable is connected and the router is turned on.

Press the reset button at the back of the modem for 20-30 seconds, this resets the router to square 1. Power down, wait 30 seconds, then power back up. You should have internet connection to the router, which can be tested by connecting another ethernet cable from the router to the ethernet connector on your computer.

Reply back what your objective is in getting to the routers setup page.

First check if your computer can get on the modem with an Ethernet ( This is to find out if your router will work with your modem) If you cannot get on give your ISP a call to have them configure the modem for Ethernet connection. If you do get on then connect the router to the modem and your computer to the router. You can run the CD for the router or do the connection manually.
