Question about HP Compaq FS 7550 17" CRT Monitor
I have a compaq presario with a Compaq 7550 monitor that the green light comes on after blinking for awhile but the screen never comes on. I have no idea if this is the monitor or signal from the computer or what. The power was off just before this happened.

Try moving the cable that goes into your graphics card i had a connection problem with mine, i either moved my tower or the cable to correct the problem

I think you need to clean your monitor inside of it, dust can conduct heat making the screen material active and creating the yellowish tint to the screen.
I don't think it's a connection problem, becuse it if was you would not see nothing on the screen at all but only one connection error message or like 3 colors.
so you have to open it and clean it I usally use a hair dryer to clean inside stuff or a paint brush.
try cleaning it, but if you have special screws that you have to take out from the monitor you then have to buy special tools for those screws.
I had the same problem right now with my monitor, it's 7 years old, and decided to get a dell flat screen 22 inch.
but that's what I think is your problem, it's either dusty or oxidized meaning different oils are layered inside on the circuit boards. which are like insulators

Check if there is anything wrong with the video input cable to the monitor. If not then you should move ahead with the replacement of the ceramic fuses. There should be around 6 of them in most monitors i have fixed. They will look like this(click here) They should cost you around 1$ each.
If none of these work then your monitor's inverter board is probably screwed and needs to be replaced. should cost you around 30-60$.

A blinking blue light indiactes that your power-inverter board is not
putting out what it should. It needs an overhaul which may be a simple
as changing out the capacitors on the boards.
It could go beyong that to transistors or even a bad bulb.
It will have to be opened up to do that.
A picture may show visual signs of damage. If you can take one and email it to me , I'll take a look.
