During boot up, the screen goes to garbled text and symbles (woith different colours) - taking up the entire screen. After a little bit the Windows logo comes up like its booting into Windows, only with several rows of blue dashed vertical lines on the screen. in safe mode the system is working. How can I fix this

If you have nVidia video card in your computer it is going bad. If you still have warranty it is about time to use it.Oh, and if you have Intel video chipset-same thing. I am sorry, but there is no solution for this kind of problem - except new computer with ATI video card.
This seems like a serious problem, If the bios update procedure has gone wrong then your Bios chip is now corrupted. They is a slim chance that if you remove the battery which power the Bios and plug it back again maybe it will work again. You will need to dismantle your laptop and need to find the battery. I am not sure where it is located in your laptop. In any case best bet would be to take your laptop to a toshiba service center.
Make sure you run an updated anti-virus program on the machine in Safe-Mode. You will also want to scan for any root-kits or malware that could be infecting your machine. The thing about malware and root kits is that they appear to be removed (when using an anti-virus program) but can reside in the boot record, so when you reboot, the machine automatically loads the root kit and infects your machine again. I would also scan for spy ware.

Vipre or kaspersky anti-virus (run in safe mode after malware bytes)
AdAware (scans for spyware, run in safemode as well)
Seek and destroy is another good scanner to run as well.
Failing all those scans, you should backup any important files and reformat the hard drive and reinstall the OS. If there is still a problem, then chances are this is a hardware issue.
