Try holding down power button for 10-15 seconds. If that doesn't work, try holding down up or down vol with power button at same time until screen comes on then release both.
without further information it's hard to tell but most laptops have a physical switch, others have a function key. Look for the wifi icon on a switch or keyboard key, dells use F2 for that.
On many laptop/netbooks there is a quick switch to turn wifi on/off. On the eeePC, I believe you press FN+F2 to toggle wifi on/off.
Try this, and if it doesn't work, I would take it back to the store where you bought it from as it will still be under warranty and support.

on key board check whether you could find wifi Image on f1 f2 ...f12 any thing, try pressing it, if not working, hold function key and then press respective wifi key It will work.
It's possible that your wireless function may be turned off in the BIOS. Try this:
XP: 1. When booting up your Eee PC, press "F2" to enter BIOS setting==>[Advanced]==>[Onboard Device]==>Set "WLAN" as "enable"==>press "F10" to save the setting. 2. Press Fn +F2 to activate the wireless LAN function
When you finish, reboot your pc and try to connect to a wireless connection again.
