There are 2 main reasons for this. Firstly, the driver may need to be uninstalled and reinstalled due to a hardware or software conflict. This fixes about 50% of these issues.
Another common problem is the DVD Region being set by the DVD hardware and the DVD you are playing is in a different Region format (this hollywood induced hardware $cam is now banned in many countries).
Some DVD players may have their DVD Region automatically preset by your O/S installation Zone. If this is the case, you may need to "Google" your DVD Specs to see if there is a fix to force it to "Region Free", or just use a free Multi-Region media player such as VLC (Video Lan).
Some Burning and DVD Formatting programs may also be resetting your DVD Region or may have a conflict. Try uninstalling them and removing their associated shrapnel that the uninstalls leave behind. This shrapnel removal is very important. Use "Advanced System Care" or "CCleaner" for this.
There may be other reasons such as corrupt Disk, other conflicting software or disabled codecs, DVD player worn out, but the top 2 are the normal scenarios.
