I have the very same issue. I have tried to apply everything possible. No luck.

It seems like it is a instantaneous fast forward to the end of the program!

If you asking about avi file there is no easy solution of this problem because Windows Medai Player as well as Windows Media Center can not fast forward and rewind avi file only DVD support fast forward - you need to use 3th part software (player) to be able to do fast forward,
I spent a lot of time trying to force WMCE and WMP to FF all files no lack so far

Windows XP Media Center stopped working

Seems like a virus or spyware on the computer:
Uninstall any existing security program like norton or mcafee by using their removal tools from http://pcsafety.us/
from the same site download and run AVG antivirus free, Super Antispyware - update and perform a complete scan on all the drives.

If these dont work you need to run combofix but that may crash your pc so keep it as a last resort.

You can take it to geek squad but they wond do all this they will simply format your harddrive and you lose all your data.

Hope this helped!

Windows Media center recorded TV playback

Some possible causes can be system heat causing the video card to freeze. Sometimes it can also be related to the video driver or MPEG2 decoder. Make sure to use the right decoder and filter for the video playback.
