Try this:

"#12
"Connect the power cord and set the projector to standby mode. Confirm that the ON/STANDBY indicator is lit in red."

#13
Then quickly do the "Reset, Left, Right, Enter" thingy once you plug into the Ruby. I believe you have up to 5 seconds total to do it. It is not the less than 5 seconds each for "Reset, Left, Right, Enter"

From the manual.

Theres a short circuit on it, because bulb is working improperly,, repair it with the technician , and find the short circuit,, that's the main reason why the bulb does not come on,, and suddenly it will burn,, be careful on it, dont make it worst go it with the technician as early as possible

Was the original bulb confirmed burned out? faulty?

Is the new bulb original or matching model, 3rd party models may not function properly.

The lamp that works with this model is

    Sony LMP-600 http://www.aboutprojectors.com/Sony-LMP-...

Go to the install settings menu and press reset on the lamptimer.
Sony insists in this service manual that you can't reset the timer.
There must be a away, but you should get picture out of the projector, it shouldn't reject the lamp when a certain amount of hours is used.

Lamp/cover light flashes

Did you replaced lamp in projector? if yes, please make sure lamp cover is fixed properly on its position. There is safety switch under lamp cover that needs to be pressed to turn off lamp cover light flash.
Thanks.

Sony CS5 Wont turn on

the cover switch is probably not fully made.
Ensure that the cover tangs are pushing the pin
on the miniswitches.
Try putting slight pressure on the fan or lamp cover to see if the lamp/cover light
stops flashing.
you will need to do a restart on the PJ to check this out
