Power off phone. Remove battery and reinsert. Power on holding "END" and "Power" buttons. When Prompted press "Up" on navagator.

Okay.... here is the thing. These are KNOWN issues with Palm and sometimes for some devices even a hard reset won't fix this.
There are only two reasons your device would be doing this:
If you bring your device into a service center, you shouldnt be charged unless you have damage internally to your device. Hard resets sometimes helps, but you have already lost your information on your device if that is what you are worried about.
If the hard reset doesnt work then you would definitely have to get another device which a service center can accommodate you with by ordering one to be sent to the store for you.

If you forget the password, the only way to get back in is to perform a "hard reset." Performing a hard reset causes you to loose all data on your phone unfortunately (numbers, texts, and all). Hopefully you've sync-ed up your data on your computer recently.
To perform a hard reset, do the following:
1 - Remove the battery cover.
2 - Take out the battery.
3 - Put the battery back in. An orange Palm logo will appear on your screen.
4 - While the logo is showing, press & hold the Power/End button until a black status bar appears on the screen, fills completely, and then goes away. Then you can stop pressing the button.
5 - Next on your screen will be a prompt to erase all data. Press up to say Yes.
6 - Next select your language and you have an empty phone to start a new. If you've previously sync-ed up your data, you can sync up now and add it all back.
