If your laptop isn't charging, it's usually one of two problems:
1) Your AC adaptor isn't working correctly anymore. It may be faulty, or may simply have endured all the wear and tear it can handle.
2) Your battery is either dead or dying, and is no longer charging correctly.
If the problem is your AC adaptor, a simple replacement will fix the issue. If the problem is your battery, then it gets a little more expensive (batteries usually aren't cheap).
Most laptops come with software to help monitor battery life and so on. Dell, for example, have their "Quickset" software, which can tell you if your battery is operating properly or not.
