Ok you need to unplug all phones and all stuff plugged in.For 30 min that will reset the phone line. Then plugged one thing in at a time .To see what is faulty.I did some work with bellsouth.It don't work call phone company

Sounds like your phone or line is now short circuit and is holding the line so it appears busy to incoming callers. Try disconnecting the pnone and line right up to the incoming point of your house to find the problem.
The dial may be defective and when you dial it is putting out erronous tones. When the Phone Company heres digits that do not correspond to a legal phone number it will give you a error tone or busy tone. It could be the phone got put on pulse and the line won't recognize the pulses
