Easier to re-install windows,,,dont worry,,you wont lose any programs as long as you do a standard re-installation.
and NOT a fresh install.

Put the Vista CD in the drive and then start your laptop up again, then follow the prompts.
If this is beyond you,go to your local high school and talk to the Computer science teacher,,he may take it and get one of his students to do the re-install/repair for free,,,just for good marks.
This way it would save you the hassle.

Buy a 4GB (or larger) USB memory-stick.
Connect it to a different computer.
Copy all the files from the recovery-CDs onto the USB memory-stick.
Move the memory-stick to your computer, and try to install from the files on the USB memory-stick.

System restore isnt restoring and rebooting into safe mode after

viruses often plant themselves firmly in the system restore files. They could also be preventing you from executing it. If you have "rogue programs" a system restore almost never works. You need to either clean the rogue programs in safe mode or backup your files and reinstall from scratch.

Won't Start Up

See if you can go into Safe Mode by hitting F8 during startup. If so then try "Last Known Configuration" choice on the Safe Mode Menu. If that doesn't work then let me know, have a few more things to try..
