Hello Larry, Download the above file from dll site, unzip it and install it. If the problem still persists then use a system utility software like RegInOut to fix corrupt registry & windows files. Hope it works for you.
is the flight simulator compatible with vista? Do you have all the needed requirments.
If yes to the above then try scanning the pc for errors.
On the other hand right click the setup and choose compatibility from the list and set it to a previous version of windows (example windows xo service pack 3) and select the run in administrator mode. Apply the changes and reinstall. You can again right click (that is the setup) and select run as administrator for the game to have full access to the pc.
