Hi,
Welcome to Fixya. The reason why you can't use the internet or receive a picture message is because you need to save the GPRS and MMS settings of T-mobile on your phone. For the settings you need to contact the so that they can provide you the right settings like the APN the HTTP link and other settings. after you have save the settings you will be able to use the internet on your phone and will be able to send and receive MMS.
Thanks

Most likely MMs has not been enabled by your service provider. If you contact them, they will send you, via text messages, automatic updates that will then allow MMS

I can't send or get e-mail when trying to use outlook on my touchpro 2

Try again make this settings my friend

The Mail tab is where you send and receive e-mail messages. Including Outlook E-mail, you can add up to four POP3/IMAP4 and web-based e-mail accounts in this tab.
To add an e-mail account
1. On the Home screen, slide your finger to the Mail tab.
2. If this is your first time to add an e-mail account, touch New Account on the bottom-right side of the screen.
3. Set up your e-mail account using the E-mail Setup wizard.
4. To add another e-mail account, touch Menu > Accounts > New Account and use the E-mail Setup wizard to set up your account.
For detailed instructions on setting up e-mail accounts using the E-mail Setup wizard, see Chapter 6.
To check e-mail
When there are new e-mails, the icon on the Mail tab and the respective icons of the e-mail accounts will show the number of newly received messages.

If you have installed the synchronization software on your computer and created a partnership with your device, then your device is ready to send and receive Outlook e-mail.
If you have not yet installed the synchronization software nor created a partnership, do so by following the procedures in Chapter 5.
Tip To set up your company e-mail account so that you can access Outlook e-mail messages wirelessly, you must set up your device to synchronize via an over-the-air connection with your company’s Exchange Server. For more information about synchronizing with your company e-mail server, see Chapter 7.
Add an e-mail account
To add a new e-mail account, you can do one of the following:
On the TouchFLO 3D Home screen, slide to the Mail tab and then touch Menu > Accounts > New Account; or
Tap Start > Messaging > Setup E-mail.
The E-mail Setup wizard then opens and lets you enter your e-mail account settings. See “E-mail Setup Wizard” in this chapter for details.

If you are new to HTC Touch smartphone and dont know how to activate your MMS service than here?s your simple solution of doing this thing. Just follow the following steps and it will be done :: 1.To activate your MMS service, firstly send a text message ?MMS ACTIVE? to your customer care serrvice number. 2. Configure your GPRS settings - goto Start->Settings->Connections - Click on the connection item - Add a new modem connection under MyISP - Input a name for the connection - Select the modem as ?Cellular Line (GPRS)? - Click next and Input Access Point Name(APN) : service provider site name 3. Confugure your MMS options - Start -> Messaging -> SMS/MMS - Menu -> New MMS - Select a Blank Template - Menu -> Options -> MMS Options - Select Servers tab and enter the information * server name * gateway * port number * server address * wap version Once all these steps are done, set this server connection as your default service connection. You will need to get the settings from your service provider (people who supply your sim) and check with them that mms and gprs is enabled on your sim. Enter the settings they give you in the connection settings screen on the phone
(start -> Settings ->connections->gprs (if the phone menus are still at there default)
one set for mms and another for gprs
for gprs
select menu->add
input the settings and set "connects to" to internet

for mms
select menu->add
input the settings and set "connects to" to mms

best of luck
