After performing some extensive checking, I found a lot of people are having problems with Vaio PC's, especially the TV tuner card.
Without sounding biased, and demeaning Sony, the responses I've seen on various sites concerning the Vaio tuner card, is not very promising, unfortunately, Sony equipment is proprietry, all the responses to the tv card problems point to purchasing recovery cd's from Sony, and the recovery cd's only work if your running them on a genuine Sony Vaio PC.
My advice is to uninstall the drivers (only uninstall them if you have the drivers CD), restart the computer, then re-install the drivers, or, using the device manager, perform an 'update driver' using the internet.

Re: vaio pc problems
There is a problem with the tv tuner card in the Computer.
Go to Control Panel, double click on System, (if you don't see system, in the top left pane of that window, click switch to classic view). In the dialog box that appears, click on the hardware tab, then click on device manager.
In this window, see if there is any yellow question mark icon beside the tv tuner device. If there is, then you will need to reinstall the software driver that came with it or you can download it from the internet.
If there is no yellow question mark, then just double-click on the device and check the device status to make sure it says "this device is working properly". If it doesn't say this, then there is a problem with the device. You can try to reinstall the driver but there is a big possibility that the tv tuner card might need replace.

Go to "Device Manager" and look for anything that has a yellow question mark. If you see this, you need to run the set up program for that device to install the driver/.inf file and let the setup program set other parameters.
Since you reformatted, you removed all your previous settings unless you backed those up previously. If it came with the laptop from the store, it should have come with a CD or DVD rom with the install program.
If you lost that, or cannot find it, go to the Sony website, select "support" and locate that driver or set up program and download it. Make an archive copy of it in case it is needed in the future. The device manager should identify what model of tuner card you have.
what kind of tv are you trying to hook to?? K once youve made the physical connection from computer to TV, Even using the Plug & play windows method you need a compatability driver to let the windows computer and the TV talk.

Google for and use a free program called 'cpuz' to identify your system components. Also try using device manager to determine the manufacturer/serial of your TV tuner chip/card.
Once you have determined the type/serial, have a look on google again to see if there are any links for the specific driver. If not, you could always try http://www.drivershq.com/Drivers/VistaDevices/Sony-TV-Tuner-Card-Driver/51593/Drivers.aspx Driver Detective.....even if you can't use it to download the driver (I think you have to pay), at least it will identify the one you need to focus on.
By the way, have you tried the device manager/right click on device/update driver/search online option yet??
i am not an expert, but have lots of experience with my own media center. by moving the tuner card you changed the address of it which if the os does not recognize new hardware, it will not install the drivers for it. i believe you will have to use the device manager to reinstall the drivers for the tuner card. also will have to redo the setup for the tuner in media center. another problem with the softare change is you have to update the security components to be able to view certain channels.
you can find the best information for all these subjects at your computer manufacturers support website and of course microsoft for the security components. good luck, it should not be too difficult to solve your delemna with a little research and searching there.
Install the Driver manually, the automatic installation of the driver is not installing the drivers properly, that is why when you restart the system it is not able to identify the device. for this uninstall the driver restart your system then install the driver manually.
