That is your product ID. It is different from your MS Product Key, which is on your computer. It can also be traced with software like Belarc if the sticker is gone.

is that the product key that came with the operating system? and if you gave the key to someone else to use thats prob why, ask microsoft what the problem is you cant just ask for a product key and get it, its illegal if thats the one you got at the store or with the computer they should be able to give you another key

If this is an OEM version of Windows then it has no activation key as OEM versions are "Pre-Activated" via the BIOS when booting to the OEM media to install the operating system.
If you installed the OS without booting to the OEM media (Or installed OEM media on a system from a different manufacturer), it will prompt for activation and there is no OEM key to activate it (Catch 22)
If this is an OEM system (HP, Acer, Dell etc) and you have the OEM media, boot to the media and run a clean installation of Windows (Delete the existing NTFS partition then create a new NTFS partition) to resolve
