The software won't load if there are some incompatibilities with W10 which is highly likely when it was designed to work with former versions of Windows. You may have printer and scanning issues also.
I would dump W10 and restore the original Windows system you had before. Save all your files to another device(or you will lose them) and run a factory default restore and that should reinstall the original operating system on your computer. Any software you loaded will disappear when you do this. When that is done you will be able to load your software without it quitting on you.
You can regain use of your iPod by placing the iPod in recovery mod and restoring ti via iTunes on a computer. Since you are not using your syncing computer you will have to restore to factory defaults/new iPod. That will make the iPod like a new one and everything will be lost. iPhone and iPod touch: Unable to update or restorehttp://support.apple.com/kb/HT1808
Connect the iPod to an updated version of iTunes.
Press and hold the home and power button for 10 seconds. let go of the power button and continue holding the home button for 8 seconds. iTunes will give you a message stating to restore. Restore it to factory settings and it will work jsut fine.
Try going to the Dell webpage to see if there are any updates for the software. It should be found under the support for my system link. Reason I say Dell rather than Cyberlink website is that Dell uses a "special" version bundled in their systems. There is probably an update required or it is missing the proper codecs to run. Hope this helps.
It is possible those web sites are down. Since Hurricane Ike swept through the midwest, a very large number of people are without power and if the servers their websites are on are in buildings with no power, then they won't load until power is restored.
