Before you get to the xp loading bar hit F8 a few times, youll get a menu up. boot in safe mode and try a system restore, make sure you pick a date to restore before the problem started. to find the option go to your start menu/programs/accessories/system tool/system restore

You may need to check to make sure Windows XP was installed properly, if the computer had crashed, you can do a repair, I am a computer technician, and I can tell you, that replacing the power supply will not do that.

try this, upon turning the computer on, start pressing the CTRL+F11 immediately.
if you have reformated your HDD then most likely you've lost the recovery partition for the PC Restoration.
Videos on websites need time to load before they will play seamlessly. When you first load the video, pause it and wait for a few minutes. You may see a bar loading across the part of the window that shows how much has loaded. This will take a few seconds or a few minutes depending on how fast your internet connection is.
what operating system are you using? i have had this problem with windows xp. if you have the windows xp disc then you need to use it to repair the missing files on your hard drive. just put it in and start your computer and then follow the instructions to repair.

Do you mean .Net framwork 2.2 update from microsoft?
Press & hold the power on button on the E-Machine. That will shut down the PC. Unplug the power cord from the power supply. Wait a minute. Re-connect the power cord to you're PC & press the power button on you're PC. Windows should start & may run check disk before loading windows. Continue updating windows through windows update service. There are more
.Net framwork updates. If you're system continues to run restarting shut it down as before. This time when you start up the PC start pressing the F5 key every two seconds. Windows Advanced Option Menu will load. Choose Safe mode. Open control panel, open add/remove programs. At the top of the window & slightly to the right of the Add or Remove Programs windows is a box next to Show Updates. Left click in the box. Scroll down & find .Net framwork 2.2 & uninstall it. Close all opened windows & restart the PC.
Continue to update you're windows.
try this, click on start then run, type msconfig in command box, system configuration window should show up. click on tab called startup. click disable all, then apply, then click ok, it should ask if u want to restart. please restart the computer.
what will it do? it will disable all startup applications. if this resolves the issue, then you would know its one of the startup application causing your computer to freeze it.
also right click on bottom bar, then click task manager. click on tab called processor. average processor is 25-30. in my laptop i have only 19 processor runnning. if you have alot of processor running that definitly cause PC to slow/freeze.
