Hoover steamvacs don't use belts. If the brushes are not turning, pull the brush block out, turn the machine on and see if the square hole where the brush block was, is turning. If not then the turbine is bad. Sometimes you can take the turbine apart and clean it out. most times I have found , replace it.

The Brushes not spinning is most likely is caused by seized bearings in the turbine, requiring shop service (easy fix). The suction issue can be caused by the standpipe seal missing or lower recovery tank not on properly, on some models missing front panel. I would need more exact model info to assist further.

Press the handle release kick-button with your foot, extend the handle all of the way back, and take a look at the gap between the base of the unit and the handle/reseviour assembly. You should see several black hoses attached to the base and running up into the handle assembly. One of them (the dirty water return hose) might be cracked. Turns out that might be a common problem with this model. We had the same problem.
Judging by the interference between the vacuum hose and the "dirty water return" hose, there is NO WAY those two hoses can exist together in that housing without causing the dirty water return hose can last for many full bends of the handle. We opted to not repair our unit, but you might be able to do it yourself for the cost of the part and several hours of your time. Otherwise, seek out your certified Hoover repair center for more info.
