Epson Product Drivers and Utilities
This area contains a download library of the most recent driver
software files supplied by Epson. These files are supplied free of
charge. Please note that these files are stored in a compressed format
(mostly ZIP & HQX) and some are quite large. If file sizes cause
download problems, please consult with your ISP to ensure you are not
exceeding the maximum permitted download size.
To use these files once they have been downloaded to your system,
use a utility program to extract the original files to their normal
size. If you do not have such a utility, they can be obtained from a
number of different web sites. Using a search engine, look for
references to ZIP and/or HQX format files to find such sites.

I Had the same issue, worked on it for weeks, was told it was registry issue, I reinstalled the software, said it was hardware problem....THEN I FOUND THIS AND as simple as it seems, IT WORKED. Please follow the instructions below to help resolve this.
Go to My Computer, by right-clicking the Start button. Select Explore
Double-click the C: drive, then navigate to the following folders or location on the hard drive: C:\Documents and Settings\%username%\Application Data\EPSON\ESCNDV\ES00XX (where XX is any numbers or letters)
Look for a BMP file or any file in this location and delete this file OR FILES THAT ARE .BMP.
, can be xxxxx.BMP ( where xxxxx is the name)
%username% above stands for your PC username.
The Application Data folder is hidden by default, to un-hide this folder do the following in your Windows Explorer window go to the Tools pull down menu and select Folder Options
Click on the View tab, look for Hidden files and folders.
Select Show hidden files and folders option
you should now be able to see the Application Data folder continue in to the folder path above. (You may have to follow the steps again to turn off the Show hidden files and folders feature. )
Removal and reinstallation of Epson SCAN does not clear out this file.
