Please to assure that the cable from your wall connection go into the printer first and then from there with another cable to your phone. Second set up the printer as fax by using the original soft ware cd or download the programm from samsung webside. Make sure the phone and the fax are compatibile!
Try changing the cable from the phone wall outlet to the fax, when a incoming RING signal comes, with a bad phone cable (it is 90 volts AC) so the power to ring the fax can go through but not DATA, try pluging a standard phone in the wall outlet to see if it work's.... if the standard phone don't work than call the phone company's service desk, if the standard phone work's (initiating a call) than concentrate on the printer's trouble shooting guide...
This happens at times with Samsung printers( i had an ML1210 with this same issue). What you do is click on the button that makes you skip this step( either skip/manual install) and proceed to install the driver. restart the pc with the usb cable unplugged and the printer turned on) .
plug in the usb cable(make sure printer is on) and wait for system to detect and install printer.
Now go to control panel > printers/faxes etc and you MAY see your printer listed twice. If it is it's most likely the one that says Copy of Samsung ML1740 or Samsung ML1740(copy 1) will be the default.
Delete the other one and set the one that says copy of ... as default by right clicking it and selecting "set as default printer"
You can also right click the printer and rename it(delete the extra copy of ...) for aesthetic reasons.

Usually the instructions say to NOT have the USB cable plugged in BEFORE the software has been installed... Maybe you had it connected before??? If so, uninstall and unplug the USB cable and reinstall per directions.
There are two sockets on the machine for telphone cable connection. one is for tyhe machine to be connected to exchange and other is for a phone set to mbe connected to machine. connect the line from exchange to the plug marked with "LINE". also check if your telephone company atually support fax communication. some comanies do not support sending of fax on there network. There is no software to be installed for fax. Good Luck,
